Franking Credits as cash refunds?

If I have a private company and distribute income outside of super with franking credits and still being below the $18000 tax free personal tax threshold, will I still get the franking credits back, or is Bill Shorten targeting us as well?

A: Unless you are a recipient of a government benefit (such as a pension), you won’t receive excess franking credits as cash refunds. If your total assessable income is less than $18,200, you won’t pay any tax – but you won’t get any refunds.
